I tried leveling up everyone evenly but I found myself usng my skirmisher and templar more combined with an assult/grenaiders. The entire time I was escalating for additional supplies and placements of my power relays which was fourth built on a power cell. I went GTS top left, then infirmary top middle then resistance network top left. Ya, but the reduction from excavation (reaper buff IIRC) helps a lot when your strapped on cash.
